PL 116-7 (TXT | PDF)H.R.439 – National FFA Organization’s Federal Charter Amendments Act. This bill revises the charter of the National FFA Organization (Future Farmers of America). Such revisions include (1) making it a purpose of the organization to be an integral component of agricultural education, and (2) removing the Secretary of Education as the chair of the National FFA Board of Directors.

PL 116-8, S.483 – Pesticide Registration Improvement Extension Act of 2018. This bill enacts into law the Pesticide Registration Improvement Extension Act of 2018 (115HR1029) from the 115th Congress, as passed by the Senate.

Crime Prevention

PL 116-32, S.998 – Supporting and Treating Officers In Crisis Act of 2019. To amend the Omnibus Crime Control and Safe Streets Act of 1968 to expand support for police officer family services, stress reduction, and suicide prevention, and for other purposes.

PL 116-31, S.744 – Effective Prosecution of Possession of Biological Toxins and Agents Act of 2019. To amend section 175b of title 18, United States Code, to correct a scrivener’s error.

PL 116-18, H.R.2379 – To reauthorize the Bulletproof Vest Partnership Grant Program. This bill makes permanent the authority for the Bulletproof Vest Partnership (BVP) Program. The BVP Program provides grants to states and localities to purchase body armor vests for law enforcement officers.

PL 116-2, (TXT | PDF)H.R.251 – Chemical Facility Anti-Terrorism Standards Program Extension Act. This bill extends by 15 months the Department of Homeland Security’s Chemical Facility Anti-Terrorism Standards Program.

Disaster Preparedness

PL 116-19, S.1693 – National Flood Insurance Program Extension Act of 2019. This bill reauthorizes the National Flood Insurance Program through June 14, 2019. The bill shall take effect as if it had been enacted on May 31, 2019.

PL 116-14, H.R.2030 – Colorado River Drought Contingency Plan Authorization Act. This bill requires the Department of the Interior to carry out the Colorado River Drought Contingency Plan which was submitted to Congress on March 19, 2019, by Arizona, California, Colorado, Nevada, New Mexico, Utah, and Wyoming. Interior must execute the plan without delay and operate applicable Colorado River System reservoirs accordingly.


PL 116-13, H.R.276 – Recognizing Achievement in Classified School Employees Act. To direct the Secretary of Education to establish the Recognizing Inspiring School Employees (RISE) Award Program recognizing excellence exhibited by classified school employees providing services to students in prekindergarten through high school.

Foreign Affairs

PL 116-24, H.R.559 – Northern Mariana Islands Long-Term Legal Residents Relief Act. This bill grants Commonwealth of the Northern Mariana Islands (CNMI) Resident status to certain aliens who have resided continuously and lawfully in the CNMI since November 28, 2009.

Government Operations

PL 116-30, H.R.866 – Fairness For Breastfeeding Mothers Act of 2019. This bill requires that certain public buildings that are open to the public and contain a public restroom provide a lactation room, other than a bathroom, that is hygienic and is available for use by members of the public to express milk. The lactation room must be shielded from public view, be free from intrusion, and contain a chair, a working surface, and (if the building is supplied with electricity) an electrical outlet.

PL 116-34, H.R.1327 – Never Forget the Heroes: James Zadroga, Ray Pfeifer, and Luis Alvarez Permanent Authorization of the September 11th Victim Compensation Fund Act. This bill funds through FY2092 the September 11th Victim Compensation Fund of 2001.

PL 116-38, S.2249 – A bill to allow the Deputy Administrator of the Federal Aviation Administration on the date of enactment of this Act to continue to serve as such Deputy Administrator.

PL 116-37, H.R.3877 – Bipartisan Budget Act of 2019. The bill increases the FY2020 and FY2021 discretionary spending limits for defense and nondefense spending. The bill also (1) specifies limits for Overseas Contingency Operations funding, which is exempt from discretionary spending limits; and (2) requires the FY2020 discretionary spending limits to be adjusted to accommodate specified funding for the 2020 Census.

PL 116-26, H.R.3401 – Emergency Supplemental Appropriations for Humanitarian Assistance and Security at the Southern Border Act, 2019. This bill provides $4.5 billion in FY2019 emergency supplemental appropriations to federal departments and agencies for humanitarian assistance and security to respond to migrants attempting to enter the United States at the southern border.

PL 116-28, H.J.Res.60 – Requesting the Secretary of the Interior to authorize unique and one-time arrangements for displays on the National Mall and the Washington Monument during the period beginning on July 16, 2019 and ending on July 20, 2019.

PL 116-15, S.725 – A bill to change the address of the postal facility designated in honor of Captain Humayun Khan. This bill changes the U.S. Postal Service facility designated in Charlottesville, Virginia, in honor of Captain Humayun Khan (from the facility at 180 McCormick Road to the facility at 2150 Wise Street).

PL 116-10, (TXT | PDF)S.49 – A bill to designate the outstation of the Department of Veterans Affairs in North Ogden, Utah, as the Major Brent Taylor Vet Center Outstation.

PL 116-21, S.1436 – A bill to make technical corrections to the computation of average pay under Public Law 110-279. This bill addresses retirement benefits for certain Senate Restaurants employees who were Architect of the Capitol (AOC) employees and who became employees of a contractor under a food services contract. A provision that deems their rate of basic pay the same as such rate when AOC entered into the contract no longer applies to their retirement benefits.

PL 116-17, H.R.1222 – Target Practice and Marksmanship Training Support Act. This bill allows a state to use federal funds to cover a higher percentage of the costs for the construction and expansion of public target ranges. Specifically, a state may use specified federal grant funds to pay up to 90% of such costs (rather than 75%, as under current law). Additionally, amounts provided for these purposes shall remain available for five fiscal years (rather than two, as under current law).

PL 116-20, H.R.2157 – Additional Supplemental Appropriations for Disaster Relief Act, 2019. This bill provides $17.2 billion in FY2019 supplemental appropriations to several federal departments and agencies for expenses related to the consequences of recent wildfires, hurricanes, volcanos, earthquakes, typhoons, and other natural disasters.

PL 116-6, H.J.Res.31 – Consolidated Appropriations Act, 2019, 02/15/2019. This joint resolution provides continuing FY2019 appropriations for the Department of Homeland Security (DHS) through the earlier of February 15, 2019, or the enactment of the applicable appropriations legislation.

PL 116-1, (TXT | PDF)S.24 – Government Employee Fair Treatment Act of 2019. This bill requires employees of the federal government or a District of Columbia public employer who are furloughed or required to work during a lapse in appropriations beginning on or after December 22, 2018, to be compensated for the period of the lapse. The employees must be compensated on the earliest date possible after the lapse ends, regardless of scheduled pay dates. Employees required to work during the lapse in appropriations may use leave.

PL 116-4, (TXT | PDF)H.R.430 – TANF Extension Act of 2019. This bill extends appropriations through June 30, 2019, for Temporary Assistance for Needy Families (TANF) program grants to states and related assistance grants to U.S. territories such as Puerto Rico and the Virgin Islands.

PL 116-5, (TXT | PDF)H.J.Res.28 – Further Additional Continuing Appropriations Act, 2019. This joint resolution provides continuing FY2019 appropriations to several federal agencies through the earlier of February 15, 2019, or the enactment of the applicable appropriations legislation.

PL 116-25, H.R.3151 – Taxpayer First Act. This bill revises provisions relating to the Internal Revenue Service (IRS), its customer service, enforcement procedures, cybersecurity and identity protection, management of information technology, and use of electronic systems.

Health Care

PL 116-29, S.2047 – A bill to provide for a 2-week extension of the Medicaid community mental health services demonstration program, and for other purposes.

PL 116-27, H.R.2940 – To extend the program of block grants to States for temporary assistance for needy families and related programs through September 30, 2019.

PL 116-16, H.R.1839 – Medicaid Services Investment and Accountability Act. This bill alters several Medicaid programs and funding provisions.

PL 116-3, H.R.259 – Medicaid Extenders Act of 2019. The bill makes appropriations for FY2019 for, and otherwise revises, the Money Follows the Person Rebalancing Demonstration Program. (Under this program, the Centers for Medicare & Medicaid Services must award grants to state Medicaid programs to assist states in increasing the use of home and community care for long-term care and decreasing the use of institutional care.)

PL 116-22, S.1379 – Pandemic and All-Hazards Preparedness and Advancing Innovation Act of 2019. To reauthorize certain programs under the Public Health Service Act and the Federal Food, Drug, and Cosmetic Act with respect to public health security and all-hazards preparedness and response, and for other purposes.

Natural Resources

PL 116-9, S.47 – John D. Dingell, Jr. Conservation, Management, and Recreation Act. This bill sets forth provisions regarding various programs, projects, activities, and studies for the management and conservation of natural resources on federal lands.


PL 116-36, H.R.2196 – To amend title 38, United States Code, to reduce the credit hour requirement for the Edith Nourse Rogers STEM Scholarship program of the Department of Veterans Affairs.

PL 116-33, S.1749 – Protecting Affordable Mortgages for Veterans Act of 2019. This bill revises loan seasoning requirements related to a refinanced Department of Veterans Affairs (VA) housing loan. Under current law, the VA is prohibited from guaranteeing a refinanced home loan until the date that is the later of (1) the date on which the sixth monthly payment is made, or (2) the date that is 210 days after the first payment is made. This bill modifies this date to (1) when the borrower has made six consecutive monthly payments, or (2) 210 days after the first payment is due.

PL 116-23, H.R.299 – Blue Water Navy Vietnam Veterans Act of 2019. To amend title 38, United States Code, to clarify presumptions relating to the exposure of certain veterans who served in the vicinity of the Republic of Vietnam, and for other purposes.

PL 116-12, S.863 – A bill to amend title 38, United States Code, to clarify the grade and pay of podiatrists of the Department of Veterans Affairs.

PL 116-11, S.252 – A bill to authorize the honorary appointment of Robert J. Dole to the grade of colonel in the regular Army.

PL 116-35, S.504 – LEGION Act. To amend title 36, United States Code, to authorize The American Legion to determine the requirements for membership in The American Legion, and for other purposes.
